FY 2026 CoCBuilds Local Competition

The El Paso Continuum of Care (TX-603), through the El Paso Coalition for the Homeless (EPCH) as the Collaborative Applicant, is pleased to announce the FY 2026 CoCBuilds Local Competition.

The purpose of the CoCBuilds Program is to increase the supply of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation of housing dedicated to individuals and families experiencing homelessness, with a particular emphasis on serving people experiencing chronic homelessness.

As required by HUD, the El Paso CoC will conduct a fair, transparent, and objective local competition to identify the project that best demonstrates the community’s ability to successfully develop and operate permanent supportive housing while advancing the goals of the Continuum of Care.
